How about a condition that to have your name on the published list of Chess Scotland approved coaches comes with an agreement and expectation to provide 100hrs+ of free coaching activity per year?
The details of what anyone's 100 hrs might be can be at the discretionary approval of the board and/or junior director - e.g. some might already be helping out at schools etc, or occasionally doing even more assisting in events which should obviously count. Still, the principle is reasonable: if our name's on the list then we provide an element of quantifiable free service in support of junior Chess. There would not be any stringent "audit" as such ; it's more about setting clear expectations and honourably delivering on them for the benefit of having the listing - and the support in obtaining the necessary CP certification.
