use of headphones on audio equipment

me again with another question
whats the score with someone listening to an ipod or other audio equipment with ear phones during a game and is there a difference with an iphone

also at tournaments etc can phones be switched to vibrator mode or do they need to be switched off during games



finally if a non playing captains phone rings during during a tournament whats the possible penaties that can be incurred
