How many entrants does the Championship need before it would be considered full? If the Championship full quota is not reached, does it get topped-up on basis of highest ratings first?

The Championship doesn't have a maximum number George, so the more the merrier. The reason there I have decided to restrict the numbers of 2100 players is because I am trying to attract our top players back to weekend congresses on a regular basis. I hope the restriction will help convince them that the event is strong enough for them to take part in. I am pleased to have already attracted Chess Scotland's highest graded player to the event (this will be the first time a GM has played in one of my events) and I hope that the tournament will also give players a local alternative to travelling abroad for strong FIDE rated competition. 

The event does have 2/3 places reserved for 2100 players like yourself that want to play higher opposition, with the highest graded player wishing to play up gaining a spot and the other places decided by a draw to give all the others a fair chance. If you entered you would currently be the highest graded 2100 player and if you are correct that we may struggle to attract players of your strength, then that only boosts your chance of getting one of the places. And if you were to miss out and don't want to compete in the U2200 you could withdraw from the event. So why not put your name down George, what have you got to lose?
