@ Dougie: I'm not sure people are finding difficulty with the idea that we can have our own CS eligibility rules, rather that it wasn't particularly clear how, or if, the FIDE rules affect us (to me at least).
As you've now pointed out a couple of examples of individual nations rules on this (membership/championship participation) it makes more sense to me. Thanks
