So there are no rules to say that subs are allowed?

Would it not be reasonable to assume that in the absence of any specific rules that the Glorney/Gilbert rules would apply?

Has this been clarified/agreed with the other nations? What we don't want is someone to turn up and not get a game because of a misunderstanding.
