A couple of weeks ago I took advantage of the relaxation of Covid regulations to go on holiday to Crete. This was in the full knowledge that I already had 27 emails on the subject of Senior Teams and selections, and that there would also soon be a vote on Eligibility, both subjects fairly dear to my heart due to past involvement. I am also a (voluntary) member of Council, which is meant to oversee the actions of the Management but which hasn't met for a number of years for whatever reasons.
Because of the nature of the holiday (actually it was a 'nature' holiday, a small group with a professional guide, out in the field all day with no time for anything other than fairly strenuous planned activities, plus some necessary eating and sleeping). Naturally I didn't get round to reading anything on the forum or participating in any discussions on either subject. I just wanted to enjoy my holiday without distractions. I didn't even read the forum - after all, as Willlie said, nothing ever happens there any more.
Now that I am back I see all hell let loose, with those who care enough getting pretty agitated over 23 pages and then talk of AGMs, SGMs, the President taking time out, etc. Actually I'm glad I didn't get involved. Suffice to say that I have considerable admiration for all those volunteers who try to do an impossible job under the most trying of circumstances, and I also have respect for those who feel strongly enough to state their opinions, whether I agree with them or not.
Did I miss anything else?
As it happens despite being retired, like many others I also have a life outside of chess, and am currently involved in many other major projects in other fields. Now approaching my 75th birthday, I am as busy now as I can remember. So I have to prioritise things, and right now Chess Scotland is not even close to being top of my list. But I do hope to take part in any scheduled meetings, as and when I can, so that these might benefit from any experience I may have. And you can be sure I will be heavily involved in the forthcoming 200th Anniversary of the Edinburgh Club.

Special General Meeting - Good Governance |

Hi All,
I feel as an individual member of Chess Scotland that it is necessary to call a Special General Meeting (SGM) under section 13.2 of the Chess Scotland constitution with the object of good governance. Over the last two to three years, it has been necessary for governance to be looser for the association to be resilient to the challenges presented by the coronavirus pandemic. This has meant that decisions have been taken by Management Board (MB) that would normally be made by the members at an Annual General Meeting (AGM) or Council meeting. Three such examples are below but this list should not be considered exhaustive:
- Chess Scotland has not had an AGM since November 2019, it is a requirement of the constitution that an AGM should be held annually and no later than end of November.
- There has not been a Council meeting since the 2019 AGM either. According to the Information page on the CS website there are no minutes from Council meetings since March 2015 and the last meeting notice is for 25 March 2017. The Council may have met since then but there is no official record.
- Additionally, the Management Board decided to extend membership periods and not charge fees due to the inactivity of over the board chess. An appropriate decision given the pandemic but a decision that is not within their gift. Council is responsible for approving subscriptions setting under 6.3 of the Constitution. To date there has been no confirmation that Council has approved this decision.
Whilst the coronavirus pandemic is a reasonable excuse for the loose governance in points above the time is now to correct the record and seek the retrospective approval of the AGM and Council.
It should be noted that I have no animus towards any elected officers, they are volunteers and I have no doubt that their motivations are pure. However, it is important that Chess Scotland as a members association is governed for the members as per the rules laid out in the constitution.
The Association's focus should be on the recovery of chess following the pandemic. A lack of communication and an absence of virtual meetings over the last two years has led to a disconnect between the Management Board and the membership. We need to press the reset button as an association and I do hope this SGM and subsequent AGM allows us to do that in part.
I propose the following motion for consideration at the SGM:
Quote:The SGM instructs the Management Board and Council to fulfil the governance required by the Constitution and set a date of before end-May 2022 for this season's AGM
I am posting this here to give fellow members a chance to input to the motion. My intent is for this SGM and subsequent AGM to be a hybrid format with attendees in person in a covid-19 secure venue and online. This will cater for both those that live far from the venue or those who are understandably nervous about the covid-19 situation.
The formal request for an SGM will be made on Monday 18th April with the support of 9 other like minded Chess Scotland members and the necessary £100 (I've got it covered) to bring this meeting about. I am keen to seek feedback from my fellow members and I am open to suggestions on this thread, via private message on the forum or via email - david.deary at gmail.com (the at rather than @ is to hopefully avoid spam).
One last thing, I would be happy to withdraw this SGM, if the Chess Scotland Management Board sets a date for an AGM. I would even make a donation of the £100 to Chess Scotland in lieu of the SGM as a gesture of goodwill.

Funny as in weird not ha ha.
The CS Forum has been dead for years. Like most people I seldom even bothered to look at it, let alone post.
When the 1st discussion thread for years came up (eligibility) I thought I would chip in.
What is weird is how the moderators, including the CS President, have tried to shut the discussion down, resorting to threats and personal attacks on more than 1 occasion. Not directed at me, other than a few sarcasm fails, and anyway from experience on other sites I have learned not to get too bothered about what gets posted on them about or to me.
But if the CS Forum is ever going to be more than a waste of space I suggest the culprits do the following
1) take 5 minutes to look back through your posts on that thread and see if you can take any learning points about your style
2) in future pause a minute before typing emotional outbursts
Perhaps killing any discussion was exactly the objective, in which case well done guys.

Just received this from the PNG mob that tried unsuccessfully to remove us from FIDE at the last GA. Mike Turan, Malcom Pein and myself contacted quite a few Federations to make sure it did not go through.
Any thoughts on how to respond to this (that are clean)

We are all happy that we have the Chess Olympiad and FIDE elections starting in less than four months. The Olympiad is when smallest federations get the most direct benefit from the international governing body.
Of course, in election campaigns, rival candidates try to gain support – by hollow promises along with winning, dining and gift-giving, even the blatant offering of bribes.
This year, the Olympiad has been moved from its originally intended location of Moscow, Russia, to Chennai, India.
But, sadly, Russia and Belarus have been banned from playing.
This is due to the insistence of a group of Western European nations that Russia and Belarus be punished
over the invasion of Ukraine.
We are, of course, against Russia’s terrible actions in Ukraine, but in many past conflicts invading countries have not been banned from playing chess in Olympiads.
This ban on the ordinary Russian players smacks of double standards. Punishment is acceptable if a European/Western allied nation gets invaded, but not demanded when the victim does not belong to this group.
Our federation, representing the Pacific islands nation of Papua New Guinea, has been involved in controversies at some past Olympiads. That was because we stood up for what we believed in. At the 2014 Olympiad in Tromso, Norway, the campaign team of then FIDE President Kirsan unfairly denied PNG its vote, something that comes only once every four years.
So, at the last, 2018, elections in Batumi, Georgia, we supported underdog Nigel Short, the only Grandmaster to ever visit PNG. Like us, he is fond of asking questions such as: 1. How does FIDE spend our money? 2. Why had FIDE not published its accounts?
These matters are highly relevant. If the money is being stolen, then there is less for the rest of us, including you.
Our country has a relatively small population and is somewhat geographically isolated, but we like to think things through in a down-to-earth way. We are not scared of the ‘big boys’ of chess politics.
One of our complaints is that Britain has five FIDE votes -- i.e for England, Scotland, Wales, Jersey and Guernsey -- even though they are all part of one nation. FIDE even let Britain’s ‘Isle of Man’ join as an associate member, yet our Pacific neighbour, New Caledonia, has not been allowed to do so.
At the last General Assembly, we put up motions to insist that FIDE follow International Olympic conventions and that Britain have just one vote. The new FIDE line-up played some ‘games’ to block that. We’ll be happy to explain over a drink in Chennai!
We are against any bans on federations, because it's not chess players who start wars.
If your federation agrees, please contact us by email to discuss putting up a FIDE presidential bid that will work to spread chess around the world. We will not be at the mercy of former colonial powers that became wealthy by invading Africa, Asia, South America, the Pacific and elsewhere.
And you can help us fight for a more democratic FIDE.
