It is not just the hall we use. Everything has to be cleaned down after each round, this is not a minor undertaking.
Then you have the issue of finding arbiters who are willing to do the tournaments...
Just to share some thoughts (I didn't author this by it mays sense to me):
We need to get to Phase 4 before anything is feasible in terms of OTB chess indoors, but we also need to be confident than we might have scope even when Phase 4 arrives.
Looking at the official guidance - eg this is a June version when we were mainly in Phase 2 but Phases 3 and 4 are shown:

the key areas are probably "Sport, culture and leisure activities" for which Phase 4 is very vague:
"Further relaxation of restrictions on live events in line with public health advice" and "Getting around", for which Phase 4 says: "Public transport operating full service. Physical distancing may remain in place" - which might or might not refer to passengers in cars (e.g. leagues/congresses) - again it's not very clear.
