It appears that there hasn't been a ChessScotland council meeting since March 2015. Is this correct? I can't find any minutes of the council meeting scheduled to have taken place on 30th April 2016.

Come on, surely someone in ChessScotland knows what is going on.
Did the council meeting scheduled for 30th April 2016 take place?
If it did, who is responsible for the minutes and why haven't they been published?
