if player A rated above player B by more than 80 points on all of CS live, CS published, FIDE then player A must play above player B, otherwise any order is possible

The finals will take place at 1pm on 21 April at Grangemouth CEU,

OK Andy, please consider this post as an open complaint regarding your running of the Richardson.

If anyone could tell me exactly who I should complain to officially I would be most obliged.

andy, you could complain to the standards committee which recently was discussed at the AGM.
You could say I am "not fit to practise as an organiser"

The Richardson and Spens are under the Home Director, Steve Hilton.
That should be the first person to contact if you have a complaint.

The Standards Committee should only be a last resort for any dispute.

Fair play to Mr Muir for organising Richardson/Spens/Bowl but it does seem a bit of a case of make the rules up as you go along or not making these clear at the outset. If there are stated rules why not stick to them? Not doing so invites conflict and is surely wrong. Playing for a club that has been a loyal supporter of the Spens Cup down the years it does not seem to be that much of an issue directly for us but the principal still stands of stating and sticking to the rules in place at the start of the competition. I don't want this issue turning into something more difficult than it has to be.

As far as I am aware (and others I have spoken to) there is a rule regarding grading/board order. If this has been changed then please tell us why, when and on whose authority?

It's really very simple - either we follow the rules laid down by ChessScotland for their competitions, or we have to be told they are changing, why they are being changed and see that they are changed properly, with the input of ALL interested parties, in accordance with the correct procedures (e.g. motion at AGM or whatever).

Also, the FIDE rating issue has to be addressed - we were under the impression that our semi-final was being FIDE -rated, but you say it's not. Is there a financial disincentive? A work-load issue? As the premier team event in Scotland, with the best time-control in the entire chess calendar, these games should be FIDE-rated.

I collated the FIDE data last year for Richardson and Spens. It is minimal extra work usually involving creating FIDE pnums for new players. Apart from that it is simply the domestic data processed and the output in FIDE format. No real hassle - but see next.

As the organiser of the competition it is Andy's call of whether it is FIDE rated. During last year's event Andy indicated there were two clubs had complained about the event being FIDE rated. There was also one individual player went behind CS and directly to FIDE complaining that he was unaware that the whole event was being rated - ie he had thought it was only the final. The event was flagged up as being rated by the start and finish dates being several months apart - which suggests the player did not look at the following link. Once the facts were presented to FIDE the data was processed as intended.

As you can see there is no registration of the Spens or Richardson this season.

Andy M can answer for himself but I understand that his feeling was that the top players did not want to risk their FIDE ratings in the event and by stopping rating the event it would be more likely to encourage them to play.

On the old noticeboard you can see from Andy M post on July 16 2011 the intention to discontinue FIDE rating.

I have already given guidance on the rules for this years tournament. If anyone wants the rules changed for next year please do so at the AGM.
