As can be seen from this story http://www.bbc.co.uk/news/uk-scotland-glasgow-west-40041603 it would appear that a space in the middle of Glasgow is available, if it doesn't cost could the "chess as art" school of thought do something?
Perhaps along the lines of a simul or blitz event?
