Under the terms of the Constitution (12.3.1) the Statement of Accounts, audited, should presented for the membership and their approval.
Agenda item 5 indicates - "accounts to year ending 30 April 2024" but these have not been published.
There is no inclusion in the Annual Report from the Financial Director - is there a reason for this?

The Constitution clearly states
12.3. The business of the Annual General Meeting shall be
12.3.1. To receive the Annual Report of Chess Scotland, incorporating a Statement of Accounts for the previous financial year to a date as specified in the appropriate Operating Procedure, certified by an independent assessor of the accounts.
They have not come back from the Accountants yet. David has been chasing for them. They will be published as soon as we get them back
Is it not possible to publish the Draft Accounts as intimated in the minutes of the October Council Meeting?
Quote " He also discussed the draft accounts for the financial year 23-24,"
Then the Draft version can be replaced with the formal audited Accounts when they become available.
Should the situation not be commented on in the AGM formal notice to bring attention to the present situation rather the restrict publish if/when they become available.
add to that the lack of Council renewals I am hoping that there will be more council volunteers willing to stand in time for the AGM. To be honest I am shocked that some council members are choosing not to renew. To be honest there needs to be more council members out width management board members for it to be effective
Problems with the accounts??
I note from the Management Board meeting of 19th September the following
Quote:DD assured that the accounts are with the auditors and everything is accounted for with all payments up to date.
We are now only a few days away from opening the call for AGM votes (23rd November).
How do we deal with online vote casted for Agenda Item 5 (Approval of Annual Report including accounts to year ending 30 April 2024) if no accounts are available? You cannot pass Agenda item 5 under these conditions.
Additionally, should there be no accounts presented what solution is being offered?
Andy intimated above; the accounts have not yet been returned from the Accountancy company after 2 months
I do have faith in the Financial Director but are other senior Executive Committee members not able emphasis the need for the Accountants to complete this as soon as possible.
do we have a date for the accounts yet ?
yeah saw them last night and the five year plan. I'm not into finances in any way but I see no mention of the glorney or any funds allocated to the juniors ec . There's also a massive hike to the international 0budget , is that due to the hosting of the Glorney tournament. Also as I've been told by Alex I'm I'm no longer on the charity feasibility comittee (or whatever its called) has there been any progress there. I also dont do see in the draft accounts any details in the Scottish..
Finally when exactly were the accounts submitted to the accountants.? I see in the september Management Board meetings that the accounts were submitted then , but i would have thought they would have been returned by now
AGM 2024 Draft Accounts
Cost of sales 4/2024 4/2023
Membership costs 3,501 3,288
Grading costs 3,264 3,264
100 club costs 693 293
Publication costs 1,638 1,638
Tournament costs 3,848 2,044
International trip costs 60,284 33,096
IDE fees & costs 1,900 1,502
Junior Training 1,100 -
Arbiter Training 936 -
From this you can see that there is no mention of the Scottish Championship Cost of sales particularly the reference of 2023 where is shows it combined with Tournament costs.
I believe this is not permitted since the 2023 accounts were audited, signed and AGM approved. This clearly shows the Tournament Costs and Scottish Championship are separate line items and must remain so the comply with the audited versions published for the 2023 AGM.
Cost of sales 4/2023
Tournament costs 726
International trip costs 33,096
FIDE fees & costs 1,502
Scottish championships 1,319
Why are the Scottish Championships not separated from Tournament costs and aligned with the income line items as in previous years?
What portion of the Tournament Costs are directly attributed to the Scottish Championship?
International trip costs 60,284
why is the international costs double from last year surely not the Olympiad?
Also of great concern is the huge drop of council members who are not Management Board , basically making Council ineffective, perhaps the executive should make addressing this a prority
