Directors roles and responsibilities, and current objectives

 

General:

 

The roles set out below are in draft.  They are dependant on being able to find people with the right skills and time to operate as defined.  It may be necessary to be flexible in implementing the roles depending on who is appointed.

 

·          To deliver services which are attuned to the needs of existing and potential customers based on effective research with them

·          To act in a professional manner at all times

·          To operate as a team for example

·          by ensuring that any proposed actions which will impact the roles and responsibilities of another director/s are agreed with them before implementation, or

·          by sharing the experience which Directors have with other Directors – this is an important aspect beyond the basic accountabilities of each Director's role

·          To seek clearance from the Finance Director prior to committing to any unbudgeted expenditure

 

 

Specific:

 

President

 

Purpose:

To chair general meetings and meetings of Council and Management Board

Executive Director

Purpose:

To lead the process of compiling the CS Business Plan and Strategy and lead the team formally presenting to Council for approval

To monitor key strategic initiatives

To act as initial contact for external contact from other organisations

To project manage specific key projects

To oversee process for protection for children and vulnerable adults, liasing with the individual running vetting process

To project manage changes needed to reflect the BCF change to English.

To manage secretarial functions for  AGM, SGM, Council Meetings and Management Board meetings

 

Finance Director

 

Purpose:

To control the finances of the organisation, including overseeing the financial arrangements for the Boards

To manage and monitor the CS income and expenditure and present consolidated audited accounts at the AGM.

Provide regular information on progress against budget to other directors

Work with the Executive Director to produce a budget for the forthcoming year for submission to Council

Arrange the necessary insurance cover for clubs and events

Liaise with the Scottish Executive relating to our grant applicationusing the agreed business plan as a basis

Schools Development Director

 

 

Purpose:
To propose and promote ways of developing schools chess activity in Scotland
To promote the educational value of chess in schools with the aim of increasing the number of active school chess clubs

To manage the Schools Development budget
To develop an overall CS policy on promoting the educational value of schools and a plan for rolling that policy out
Develop links with regional organisations (and seek to extend links where coverage is absent or poor), to help support regional activities and achieve regional support for CS policy nationally
Act as CS link with the Aberdeen Primary Schools project, aiming to offer practical CS support for the project and to inform overall CS policy on schools through a clear understanding of project objectives, deliverables and outcomes

Project manage and develop the North Ayrshire project

Consolidate and continue work on identifying potential funding sources for new schools projects and in the preparation and submission of funding applications (liasing where appropriate with any exemplar projects within Scotland, elsewhere in the UK and abroad)

 

Home Chess Director (Open)

 

 

Purpose:

To select and lead the Board which runs Chess Scotland tournaments open exclusively to adults (including congresses which contain sections for both adults and juniors, but which are primarily aimed at adults)

Manage the Home Chess [Open] budget

Ensure that the Scottish Congress takes place each year:

Propose a plan of events for the following year as part of the business plan

To liaise with regional associations and leagues running adult events, with a view to understanding and harmonising if appropriate each others key priorities, and to filling regional gaps where feasible and appropriate

To liase with Directors of other National Bodies where a common interest is shared (e.g. BCF Director of Congress Chess).

 

Home Chess Director (Junior)

 

 

Purpose:

To select and lead the Board which runs Chess Scotland tournaments open exclusively to juniors (including congresses which contain sections for both adults and juniors, but which are primarily aimed at juniors)

Manage the Home Chess [junior] budget

Propose a plan of events for the following year as part of the business plan

To liaise with regional associations and leagues running junior events, with a view to understanding and harmonising if appropriate each others key priorities, and to filling regional gaps where feasible and appropriate

To liase with Directors of other National Bodies where a common interest is shared (e.g. BCF Junior Director).

 

Customer Services Director

 

Purpose

To manage a team which provides:

·          administrative support in communicating with members and potential members, including maintaining a comprehensive database

·          accurate gradings for people in accordance with agreed CS policy on the scope of grading events

·          To make the www.ChessScotland.com website the key source of chess news and information for priority CS surfer segments, currently CS members and Scottish schools.

·          magazine (Scottish Chess) for members

To propose CS policy on grading scope to Council

To manage the Customer Services Budget

 

Overall team accountabilities

Process membership payments, issuing agreed membership pack including membership card to member and sending payments and agreed member details to Finance Director

Issue renewal and reminder advice via Publications Director with Scottish Chess where possible or direct to member otherwise

Maintain accurate database for all membership types, making information accessible on an agreed basis, including providing extract data or labels as required

Deal with or readdress e-mails received at CS office

To decide on equipment held by Chess Scotland (sets, clocks, etc) and renewal and upgrading of such equipment.

 

Produce an annual grading list.

Appoint and liase with Area Officials: (Area Graders, Club Secretaries, Tournament organisers and individuals submitting outside Scotland results) in the compilation of accurate data (clarification: data is compiled locally by the AREA officials and processed centrally by the chief grader)

Liase with computer programmer(s) in enhancing the computing facilities available to the chief and area graders, consistent with the development of CS facilities in general.

Make grading calculation as transparent as possible by keeping players in touch with processed data via printouts and online publication of data, giving priority to CS members.

Ensure all main Scottish chess events and international results of Scottish players are reported soon after they finished

Ensure ready and attractive access to a range of support tools and promotional items about schools chess

Maintain the calendar of events on the CS website

 

 

International Director [Open]

Purpose:

To select in combination with the International Director (junior) and lead the Board which runs Chess Scotland international participation

Manage selections for all Scottish adult international representation

Manage the international Open budget

Arrange international adult competitions when held in Scotland

Promote appropriate foreign international tournaments

 

International Director [junior]

Purpose:

To select in combination with the International Director (Open) and lead the Board which runs Chess Scotland international participation

Manage selections for all Scottish junior international representation

Manage the international junior budget

Manage the Youth Squad, covering the development of potential young internationalists

Arrange international junior competitions when held in Scotland

Promote appropriate foreign international tournaments

 

Sponsorship Director

 

 

Purpose:

To lead on marketing and sponsorship issues, and to seek sponsorship or Government based funding for the encouragement of chess generally and for young people in particular.

 

Accountabilities:

To market chess generally and for young people in particular subject to agreed priorities

To seek sponsorship, including funding from Government and other entities  for agreed priorities

To work with other directors to ensure no duplication of approach or breach of CS sponsorship policy

 

Technical director

 

 

Purpose:

To appoint and lead the arbiters group as a centre of excellence on the interpretation of the rules of chess, including tournament rules

To promote CS branded development of arbiters and tournament organizers

Accountabilities:

Manage the budget for technical communication

Inform and advise arbiters and organisers on the current Laws, Swiss pairings, etc.

Monitor arbiter activity in Scotland, including maintaining a list of qualified arbiters and organisers, and encourage others to obtain or improve qualification

Arrange appropriate training courses for arbiters and organisers.

Review the operation of matters of interest to arbiters and organisers and propose changes as appropriate.

Formulate rules for CS competitions and provide arbitration resources to resolve any dispute in a CS event, if that dispute is referred by the organiser.

Assist organisers and arbiters by maintaining information about players whose behaviour gives cause for concern

Monitor and comment on FIDE decisions and policies regarding the Laws and tournament practice.

Communicate with FIDE regarding matters affecting arbiters and organisers.

Current development objectives

IT REMAINS TO BE DECIDED WHETHER THE FOLLOWING ROLES ARE DIRECTORS OR NOT.  PAID ROLES RELATING TO GRADING, WEBSITE AND SCOTTISH CHESS EDITOR WILL BE APPOINTED AT AGM.

Grading

Purpose:

Membership Secretary

Purpose

To provide administrative support in communicating with members and potential members, including maintaining a comprehensive database.

Accountabilities

Editor, Scottish Chess

Purpose

To edit Scottish Chess

To provide administrative support in communicating with members and potential members.

Accountabilities

Maintain the calendar of events on the CS website

Accept memberships including on credit card and pass to Membership Secretary  using agreed process

Distribute Scottish Chess  to members [including inserts]

Distribute entry forms for all CS events

Deal with or readdress e-mails and phone calls received at CS office

 

Regional Director

Purpose: - part of the remit of the Home Chess Directors

To liaise with regional associations and leagues, with a view to understanding and harmonising as appropriate each others key priorities, and to filling regional gaps where feasible
